I want to design a fairly basic sounding web app (i know coding isn’t basic though). Essentially the database has 3 lists . On the front end the user would select any number of options from each list in either list 1 and 2 or list 1 and 3 (you can’t select 2 and 3 or 1 2 and 3). After selecting the items from each list, the user would click a generate button and an answer would populate as a random result from each of the selections from lists chosen.

What would be the best framework for building this? Is their specific software to use?

I familiar with HTML code and I did a basic javascript course on codeacademy, but don’t feel confident in JS at all:(

You can do it with HTML and JavaScript.
If you want something more, do as Jangrie said using Ruby or PHP.
